A deal to bring Rennes star midfielder Yann M'Vila to Arsenal is "99 percent done," Julien Laurens, a London-based French football journalist tweeted early Tuesday morning.

Laurens's update was verified by Club Call, who also posted on Tuesday that Arsenal were set to beat out Inter Milan for the 21-year-old French international's services.

M'Vila had said back in April that were Arsenal to come calling, he would find it very difficult to say no.

Rated at £17 million, Laurens reported in his tweet that the actual deal for M'Vila will be a four-year contract for €22 million. M'Vila would receive a £60,000-per-week salary at the Emirates.

Laurens reported that M'Vila "is delighted" about joining the Gunners.

The news marks a startling change given that the last we'd hard about M'Vila less than a week ago concerned a police incident.

M'Vila spent a night in jail after allegedly punching a 17-year-old during an incident that supposedly took place at his house. Some pundits thought the incident might make Arsenal think twice about signing M'Vila, but that does not appear to be the case.

M'Vila would become the second new signing for Arsenal ahead of the 2012-13 season. Manager Arsene Wenger secured a transfer for FC Cologne star forward Lukasz Podolski last week.

This marks a concerted attempt by Wenger to try and wrap up most of his business before the European Championships begin in June. (M'Vila and Podolski are both set to take part in Ukraine and Poland for France and Germany, respectively.)
